UAE
In order to ensure the
quality of products that affect the health and safety of consumers, the
government of the United Arab Emirates (UAE) stipulates that from May 2010,
regulatory products must provide evidence of their compliance with
international safety standards, which shall be reviewed and registered by the
UAE certification body before they can be sold to UAE.
At present, the
regulated products include: radio or telecommunication terminal equipment, some
electronic household appliances, children's toys, locomotive batteries and oil,
paint / cleaner, porcelain tube / tile, etc.
The Emirates authority for Standardization &
Metrology (Esma) is a government authorized standardization agency of the
United Arab Emirates. It is established in accordance with UAE federal law (28,
2001) No.28, and is responsible for the formulation, approval, publication,
review, modification, release and change of standards and technical regulations
as well as the establishment of national measurement system (National M
easurement system,NMS)
The conformity assessment department under the Emirates
authority for standardization and Metrology (Esma) has implemented a product
certification plan, namely the Emirates conformity assessment scheme (ECAS)
since August 1, 2004. The plan ensures that products meet the approved
standards, not only in terms of product quality, but also in terms of safety.
If the product complies with the plan, it is awarded the mark "Al
alama". In addition to products, manufacturers or manufacturers also need to
evaluate. The plan is mandatory for all the products listed in cabinet
regulation no.114/2, after which the UAE gradually added other products. The
program can also certify products that meet UAE national standards that are
required to be certified by customers or other interested parties.
All products related to public life, health and safety, as
well as products affecting the environment and the UAE economy are included in
the plan. In addition, ECAs will include locally produced products in the plan
to ensure the quality of these products and make them competitive in the global
market.

Dynamic
On June 2, 2010, the UAE issued Circular g /
TBT / N / are / 42, "draft GCC technical regulations on toys", which
refers to toys (HS: 2005, ICS: 67.080) defined as all products or materials
designed or explicitly intended for children under 14 years of age to play.
This uniform technical regulation is applicable to all GCC countries, and
specifies the basic safety requirements that toys must meet, their conformity
assessment procedures and the rules for putting toys on the GCC market.
The deadline for the review of the circular is 30 days after
the publication of the circular. It is worth noting that the circular was
adopted on December 1, 2009 and formally implemented on April 1, 2010.

UAE begins to
implement ECAs compulsory certification for lighting products
According to cabinet
Resolution No. 34 of 2013, the UAE issued mandatory regulations on lighting
products in the official gazette on December 31, 2013, which will be
implemented in two stages:
From July 1, 2014,
substandard lighting products will be banned from being sold in the UAE
As of January 1, 2015,
substandard lighting products will be banned from sale and / or display in the
UAE market
Only lighting products
with certificate of conformity (COC) issued by Esma are allowed to be sold in
the UAE market, and the sale of substandard lighting products will be deemed to
be in violation of Article 28 of the federal law of 2001.
The UAE's mandatory certification scheme is
ECAs, which includes safety and energy efficiency requirements.
Lighting products under control include:
● incandescent bulb not less than 16W
● strip fluorescent lamp
Compact fluorescent lamp
● halogen lamp
● light emitting diode (LED)
● controls for general lighting
● general lighting
(some exempted lighting products are listed in
Annex 1 of the regulation.)
The ECAS compliance certificate (COC) is a
compulsory product type certification with a validity period of 1 year.

The latest certification requirements for auto
parts exported to UAE will be implemented from January 1, 2019
Esma (Emirates authority for standardization and
Metrology) of the United Arab Emirates has issued the technical requirements of
the cabinet Resolution No. 12 of 2018, which stipulates that all auto parts
products under control shall comply with the UAE assessment scheme ECAs (the UAE
assessment scheme) and issue the certificate of conformity, which shall be
effective from January 1, 2019 Implementation.

UAE implements interim scheme of ECAS ROHS
certification
The transition period for the implementation
of the UAE's RoHS regulations is about to expire. From January 2020, products
listed in the UAE's RoHS control scope must have RoHS compliance certificate
before entering the UAE market.
Due to the recent surge in the number of
applications for UAE ECAs ROHS certification, the UAE regulatory agency Esma
has just announced a temporary certification scheme. From now on to December
31, 2019, the ECAS RoHS certificate can only be issued based on the RoHS
compliance statement signed by the UAE's local importer or agent, and no ROHS
test report is required. The interim programme applies to the following
regulated products:
1. Large household appliances
2. Small household appliances
3. IT and Telecommunication equipment
4. Consumer equipment
5. Lighting equipment
6. Electrical and electronic tools (with the
exception of large-scale stationary industrial tools)
7. Toys leisure and sport equipment
8. Medical devices (with the exception of all
implanted and infected products)
9.Monitoring and control instruments including
industrial monitoring and control instrument
10.Automatic dispensers
11. Other EEE not covered by any of the
categories above or, and falling within the definition of Article one.
Among them, class 1-10 controls 10 substances.
Category 11 controls four substances from January 2020. The certificate issued
by the interim certification scheme is valid for one year, and a new
certificate needs to be applied based on the RoHS report before the expiry of
one year.
UAE energy efficiency implementation
guidelines for washing machines, dryers, dishwashers
According to the implementation guide v1.0
issued by Esma on November 12, 2019, UAE. S 5010-2:2019, UAE. S 5010-6:2019
will be enforced on December 16, 2019.

All products under regulatory control
indicated in the implementation guide must be provided with valid certificate
of conformity (ECAS or EQM) before December 16, 2019 (including December 16)

energy efficiency labeling (eesl) and RFID tags before April 1, 2020 (including
April 1).
An energy efficiency ID without a valid RFID tag
will be considered invalid.
Products placed in the local market (without
packaging) shall be placed in the most prominent position of the product with
the combination of effective energy efficiency identification + RFID tag, so as
to facilitate the inspection of local consumers / buyers / market monitoring
agencies.
Products (with packaging) placed on the local
market shall be placed in the most prominent position of the package with the
combination of effective energy efficiency identification + RFID tag, so as to
facilitate the inspection of local consumers / buyers / market monitoring
agencies.
Effective energy efficiency labels and RFID
tags should be provided to consumers and buyers together with the products.
