Mexican NOM certification and NOM standard
What is NOM?
The Normas Oficiales Mexicanas (NOM) mark is a mandatory safety mark
in Mexico to indicate that a product complies with the relevant NOM standard.
The NOM mark applies to a wide range of products, including telecommunications
and information technology equipment, household electrical appliances, lamps
and other products with potential health and safety hazards. Both locally
manufactured and imported products in Mexico must comply with the relevant NOM
standards and product labeling requirements. NOM certification is mainly for
the security part of the certification requirements.
Under Mexican law, NOM's licensee
must be a Mexican company responsible for the quality, maintenance and
reliability of the product. The test report is issued by a Secofi-accredited
laboratory, reviewed by SECOFI,ANCE or NYCE, and if the product complies with
the relevant regulatory requirements, a certificate is issued to the Mexican
representative of the manufacturer or exporter before the product can bear the
NOM mark.
>There are two types
of certification units in Mexico that can issue NOM Mark
-NOM NYCE:The scope of verification includes all electronic and
information products and data processing equipment, but does not include
household appliances (except microwave ovens)

appliances and similar products (e.g. home appliances)
- IEC standard is not applicable, NOM standard is
applicable
- No EMC testing required
2)Technical
information
- The Mexican voltage is 127V/60Hz
- The
plug is the same as the American plug. One is a ClassI with three connection
headers, and the other is a ClassII with two connection headers. The plug will
be tested with the device itself

- The certificate is valid for one year and can be
renewed annually

When renewing the certificate, a random sample of the product from the market
should be taken in advance to send to the laboratory for testing

Product packaging should include the following information: product name, brand
name, model number and NOM certification mark

- CB test report and certificate

Name, address and contact person of the importer or distributor in Mexico

Test data, design drawings, specifications and circuit drawings

Additional documentation required by a sample importer or distributor

5) Factory inspection

One to three test samples (depending on the product)
7) Audit time
5 to 6 weeks after all documents are filed, once the
NOM application is completed, a copy of the certificate and report will be sent
to the local agent in Mexico. The original company will receive a fax copy of
the certificate and report. The agent should keep the original certificate and
report as reference for future inspection.
8) Mutual recognition of certification in
North America
The Mexican Government published a new resolution in
the Official Gazette of August 17, 2010, affirming the equivalence between
Mexico's three NOM standards and their counterparts in the United States and
Canada. Therefore, for the following electrical and electronic products
imported from Mexico, as long as the application for North American
certification marks (such as: UL, CSA, ETL, MET, etc.) can enter the Mexican
market, there is no need to apply for NOM certification.

· TUVus conducts factory
inspections four times a year and cTUV twice a year. If both are applied for,
the annual factory inspection is four times. This factory inspection can be
combined with other certificates such as TUV/GS, Japanese S-Mark or Argentine
S-Mark.
