Pre-shipment Conformity Certification (PVOC)
From June 9, 2010, cargo exported to Uganda must
undergo a pre-shipment conformity test (PVOC/COC) and hold a pre-shipment
conformity certificate issued by the National Standards Bureau of Uganda (UNBS).
The main objectives of the plan are to improve the safety and quality of
products, ease customs clearance procedures, promote fair competition and
combat counterfeit and inferior goods.

Uganda Process
1.
Provide the invoice list, inspection report and other information of this
shipment.
2.
Submit application, examine and approve, arrange inspection (supervision)
3.
Draft will be drawn up after the inspection (supervision) is qualified.

Notes for COC
certification:
1.
The application form, packing list and invoice information should be stamped.
2.
The period of validity and approval of the test report:
(1) Recent
test reports for disposable medical products, dry batteries, stationery,
cosmetics, disposable sanitary products, fertilizers, textiles, ceramic tiles
and PVC floors should be provided (within 3 months). The validity period of
test reports for other products can be relaxed to one year.
(2)
Electrical products should provide CE certificates or safety performance test
reports;
(3) Products
belonging to the category of forensic inspection need to provide copies of
certificates of exchange or release issued by CID, test reports, health
certificates and other information; (Note that shelf life after harbour must be
within 75%. If it is not available, sampling tests shall be arranged at the
expense of the applicant.
3.
If the goods are packaged with wood and vegetable materials, please provide the
fumigation certificate or visible fumigation label of the official or its
authorized agency.
Export
to Uganda requires a COC certificate for customs clearance at the destination
port. COC can only be issued by authorized third party organizations. CCPIT is
not qualified to issue Uganda's COC certificate. If you apply for COC, please
submit application form, invoice of box list, product picture and other
information before shipment. Document examination and verification can be
arranged for inspection.
