According
to Vietnam's Product Quality Law, Telecommunications Law and other regulations,
radio equipment and telecommunications equipment must meet the corresponding
technical regulations in order to be legally sold in Vietnam.
The
Ministry of Information and Communication (MIC) is the competent Authority in
the field of radio and communications in Vietnam, and the VNTA (Vietnam
Authority of Telecommunications) is the specific authority in charge of radio
and telecommunications equipment.
Since
the license certificate issued by MIC has the watermark of VNTA, the industry
generally refers to the license process as MIC certification or VNTA
certification.
The
MIC has issued a series of circulars and decisions that set out certification
models and guidelines, and its Circular No. 15, issued in 2018, is the latest
document on regulatory compliance certification.
According
to the circular, wireless devices should be certified to VNTA by either
Declaration of Conformity (DoC) or Type Approval (TAC).
The
Declaration of conformity does not require sample testing and is usually
registered with VNTA after signing the declaration of conformity on the basis
of CE/FCC reports and other technical documents; For type certification,
samples need to be sent to the designated laboratory for testing. After the
laboratory issues a report, it is submitted to VNTA together with other
technical documents for review and certification.
The
scope of products covered by VNTA certification is stipulated in the circular
letter "List of products that may cause security Risks stipulated by the
Management responsibilities of the Ministry of Information and
Communication" issued by MIC, the common products in the conformity
declaration catalog are notebook computers, desktop computers, routers, set-top
boxes, and the common products in the type certification mode catalog are WIFI
products, Bluetooth products and mobile phones.
It
should be noted that according to the current MIC's 05/2014 / TT-BTTTT
circular, 2.4GHz / 5GHz wireless LAN devices with current transmitting power
below 60 mW are exempt from VNTA certification. This means that most Bluetooth
headsets and Bluetooth speakers can be sold in the Vietnamese market without
obtaining a VNTA.
VNTA
certification is a necessary document for customs clearance.
At
the same time, due to the fact that the computer systems of the Vietnam Customs
Administration and MIC are not directly connected, the customs personnel cannot
quickly identify the exempted products outside the catalog, in this case, in
order to quickly clear customs, the exemption declaration is a recommended
choice
According
to Circular Letter No. 30 of 2011 issued by MIC, radio equipment (products)
must be printed with a standard ICT logo indicating compliance with the
corresponding technical regulations.
On
the identification, NAME refers to the registered dealer, Code refers to the
code of the certification authority (type approval mode applies), and ICT is
the English abbreviation of information and communication technology.
The
logo style looks like a combination of the English letter CR, which is also
known as the CR logo in the industry.
The
CR mark is also used for Vietnam Safety certification and Vietnam EMC
certification, and brands should pay attention to both Vietnam safety
certification and Vietnam EMC certification to ensure the correct use of the
mark.
