On 3 September 2019, the European Chemicals Agency
(ECHA) announced the launch of a public comment on the REACH regulation's four
potentially Substances of High Concern (SVHCs). The public consultation closes
on 18 October 2019, during which time all stakeholders can submit comments to
ECHA. Substances that passed the evaluation were included in the SVHC candidate
List as Batch 22. The review was approved and the SVHC was increased from 201
to 205.
The
four substances are:
The first::2-benzyl-2-dimethylamino-4'-morpholinobutyrophenone,CAS NO.:119313-12-1,
Reason for inclusion: reproductive toxicity (Article
57c), Common use: as a photoinitiator for polymer production; Mainly used for
high-speed inks, such as flexo printing, offset printing and UV inkjet;;
The second :
2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one,CAS No.:71868-10-5,Reasons for inclusion: Reproductive toxicity (Article
57c), common uses: used as a photoinitiator for the production of polymers,
mainly used in high-speed offset and flexographic inks, UV inkjet, corrosion
resistance, printing plates and solder resistance layers;
The third :Diisohexyl phthalate,CAS No.:71850-09-4,Reasons for inclusion: reproductive toxicity (Article
57c), common uses: sealant, plasticizer in polymers, etc.
The fourth:Perfluorobutane sulfonic acid (PFBS) and its salts,Reason for accession: an equal degree of concern that
is likely to have a serious impact on the environment (Article 57f); Equivalent
level of concern likely to cause serious effects on human health (Article 57f),
common uses: as a catalyst in polymer manufacturing and chemical synthesis;
Potassium salt is used as flame retardant in polycarbonate for electronic and
electrical equipment; Tetraethylamine perfluorobutane sulfonate for metal
plating; Tetraethylphosphorus perfluorobutane sulfonate used as an antistatic
additive for plastics; Its related substances degrade when used and can be used
for anti-fouling of leather, textiles and carpets.
On December 20,
2017, the European Commission of Member States (MSC) agreed to adopt seven
substances as eighteen batches of SVHC substances and added this to the
hazardous properties of bisphenol A (BPA) : Endocrine disrupting (Article 57(f)
- environment), bisphenol A was previously included in the 16th batch SVHC list
due to its reproductive toxicity. In January 2018, ECHA added seven substances
to the SVHC list and updated the existing BPA provisions, increasing the SVHC
list to 181. On 4 September 2018, the European Chemicals Agency (ECHA)
officially launched the 20th batch of candidate REACH Substances of high
Concern for public consultation. It is proposed to add 4,4'-(1,
3-dimethylbutyl) diphenol, benzo (k) fluoranthrene, fluoranthrene, phenanthrene,
pyrene, perfluorocaproic acid and its ammonium salts to the list of Substances
of Very High Concern (SVHC), increasing the SVHC list to 201 items. Substances
that passed the evaluation were included in the SVHC candidate List as Batch
22. The review was approved and the SVHC was increased from 201 to 205.

Raw leather, finished leather, artificial leather,
leather clothing, fur products, adult shoes, children's shoes, adult clothing,
children's clothing, etc.
