Certificate of Iraq
The Iraqi authorities have issued two new policies in succession, which
have recently been noticed by friends who plan to export to Iraq...The two new
regulations are as follows:
1. Notification from the Iraqi Embassy in
China:
From May 2, 2018, in
order to ensure the smooth export of goods to the Republic of Iraq,
certificates of origin and commercial invoices can only be certified after
issuing a certificate of conformity (COC) (the certificate needs to be
submitted to the original, which will be sent back together with the
certification documents after verification by the Iraqi Embassy).For goods not
on the list, the above inspection companies are also required to issue
conformity checks (COI), i.e. (COC) and (COI),which will be used as
certification materials for certificates of origin and commercial invoices. The
inspection certificate must be processed before shipment.
2. Iraqi Customs at the Umm QASR Port (UMM QASR) Wharf
has formulated a new customs clearance management method for imported goods,
which has been implemented recently, because the head of its management
committee has been replaced by a new leader from the background of the former
Iraqi military.
The main contents include:
A. The names of all
imported goods must be clearly listed in accordance with the specific names
before they can be declared. No general summary of declarations is allowed.
B. The declared
importer must have the corresponding import qualification (IMPORT LICENSE) for
each item.
C. Customs strengthens
the examination of Importers'qualifications and import declaration materials,
and strengthens the inspection of imported goods and punishment for
violations.At present, the new regulations of Umm QASR Port are 100%
implemented in the North Port Customs of UMM QASR, but they have not been fully
and strictly implemented in the South Port Customs.
In order to avoid a
large number of goods being unable to declare due to the lack of import
qualifications and complete documents required by the new regulations, which
will lead to detention in the port area and bring about many adverse
consequences, I hope you must understand these new regulations.
In addition, it is suggested that goods exported to UMM QASR should be prepared
in advance as follows:
A. All detailed names
of goods must be clearly provided to Iraqi consignees in advance to verify
whether they can be cleared locally as importers.
B. The consignee in
Iraq must have the relevant import qualifications for all the detailed names of
the goods; if there is no or not all of the qualifications under those names,
the consignee must ask the relevant qualified company to clear the customs as
the importer.
C. The visa documents
of the Iraqi Embassy in China and the commodity inspection documents such as BV
must be complete.
I Brief Introduction to Iraqi COC Certification
According to Article 8 of Chapter 3 of Iraqi Law No. 54, the Central
Organization for Standard Quality Control (COSQC) of Iraq will implement a
pre-import inspection, testing and certification programme (ICIGI) aimed at
restricting the importation of substandard, counterfeit and inferior products
into Iraq and protecting its domestic consumers, producers, environment and
public safety. The Central Standard Quality Control Organization (COSQC) has
established a pre-export inspection, testing and certification scheme (ICIGI)
for goods exported to Iraq. This project will begin on May 1, 2011. All
products under the control of the pre-import inspection, testing and
certification scheme (ICIGI) in Iraq must be accompanied by conformity when

II: What are COC and COI?
1: There are two kinds
of COC certification: one is COC Kurdistan-IQK for Iraqi Kurdistan regional
ports.
Another is the COC
Central Iraq-IQC in southern Iraq.
The COC operation
process in these two areas is the same, but the scope of control and cost are
different. The scope of management is as follows:

2: The COI certificate is required for products not included in the COC
Control List in the South and Kurdistan, Iraq. The operation is simpler than
that of COC.
III: Iraqi COC certification (south and north) and COI
process and essential information:

Certificate within 2 working days after on-site inspection is qualified

Step 5: Open the container
at the destination port and check the cargo when it arrives at the Iraqi port.
The inspection fee
will be charged. This fee is determined by the size and quantity of the
container and the weight of the product. It is calculated according to the
invoice box list.
IV. Iraqi COC Certification Requirements:
The logo must include the following basic elements:
The logo needs to be printed on the product itself
and on the outer packaging of the product.

V: cost
1: The cost of going to different areas is different for different
products, and the compulsory COC also has the cost of border inspection, and
involves whether there is a report or not.
2: COI is free of border inspection fees! It does not involve reporting or
not.
3: So if you want to know the specific cost of Iraqi COC/COI, please
provide the use of English name pictures in the invoice list products and go to
the Iraqi region to verify it.
COI application process: COI information: 1 application form will be sent
to you, you fill in, 2 invoices and boxes (with HS CODE product name, if there
are pictures better) do not need test report
To Iraq, it is now stipulated that invoices and certificates of origin must
be signed by the Embassy at the port of destination before customs clearance
can be carried out.
