Kuwait Compliance Assurance Program (kucas certification)
Implementation background:
The Kuwait Ministry of industry
(PAI) has implemented the Kuwait Compliance Assurance Program (kucas
certification) on June 17, 2006, which is implemented by the Kuwait Ministry of
industry (PAI) to verify that all "controlled products" comply with
Kuwait's technical regulations, which are applicable to imported products and
similar domestic products, and are consistent with this program.

Electric toys (excluding non
electric toys), electronic and electrical products, household and commercial
equipment, automobiles, chemicals, building materials, etc.

Kucas includes two forms of
certificates:

<!--[endif]-->Technical evaluation report (TER), English full name: technical evaluation
report, is used to prove that the products meet the requirements of the scheme
and can be exported to Kuwait. Generally speaking, ter is "product
registration", after registration, it is enough to apply for customs
clearance quality certificate TIR before each shipment.

<!--[endif]-->Technical inspection report (TIR) is a mandatory document, full English
Name: technical inspection report. For each batch of goods exported to Kuwait,
TIR or "customs clearance license document" must be submitted, and
any one of them can be used as the precondition for final customs clearance
How to deal with ter?
If there are large and frequent
controlled products in the catalogue, it is recommended to apply for ter first,
which is the product registration certificate.
The following information is required to apply for
ter:
1) Product test report: This
report needs to be issued by a qualified third-party testing agency. If there
is already a valid test report, no additional test is necessary.
2) Product pictures and technical
parameters
3) Fill in the ter application
form: the blank application form shall be provided by the handling agency
Submit the above information to
the official designated agency of kucas.。
How to handle TIR?
If the shipment is not frequent,
the TIR certificate can be applied directly before each shipment.
To apply for TIR, you need to
prepare the following information:
1. Packing list
2. Form: proforma invoice
3. Test report of the product: it
needs to be issued by a qualified third-party testing agency. If there is
already a valid test report, no additional test is necessary.
4. COC application form: the
blank application form shall be provided by the handling organization
In addition to the above information, the application
for TIR also needs to arrange the inspection of goods. The following are the
inspection requirements of Kuwait:
1) The origin label "made in
China" must appear on the product, inner package and outer package. At the
same time, "made in China" must be engraved or printed (cannot be
erased), and stickers are not accepted, which are required for each product and
package.
2) The product manual must be in
Arabic
3) Mandatory frequency: 50 Hz;
applicable voltage: 230 V, 240 V
4) Special requirements for plug
socket: it must be British triangle plug socket (bs1363)
5) Electronic and electrical
products need to show the voltage and frequency on the product label
