Japan PSE Certification

 Japan PSE Certification

 

PSE certification is a mandatory safety certification in Japan to prove that electrical and electronic products have passed the safety standards tested by the Japanese Electrical and Material Safety Law (DENAN Law) or the International IEC standard. Japan's DENTORL Law (Electrical Appliances and Materials Control Law) stipulates that 498 products must pass safety certification to enter the Japanese market. Among them, 165 class A products should obtain the diamond-shaped PSE mark, and 333 Class B products should obtain the circular PSE mark.

 Class A mandatory certification: special electrical equipment and material products (easy to cause fire accidents, dangerous products, more expensive, need to audit)

Class B mandatory certification: other electrical equipment and material products (relatively less dangerous products, the cost is cheaper than the diamond, no factory audit)

  From 1 April 2001, the Electrical Products Control Act (DENTORL) was officially renamed the Electrical Products Safety Act (DENAN). Unlike the previous regulatory system, which had agreed controls, the new system would have an unofficial body to guarantee product safety.
  
  Buyers in Japan must register with the Ministry of Economy, Trade and Industry (METI) within one month of purchase. Electrical and electronic products within the scope of the DENAN catalog sold in the Japanese market must pass PSE certification. DENAN divides electrical and electronic products into two categories: Specific electrical products (specified products), including 115 products; non-specified electrical products, including 338 products. Specific electrical products must be approved by the Japanese Ministry of Economy, Trade and Industry authorized by the third party certification body for product and factory test equipment inspection, issued PSE certification certificate, certification period of 3 to 7 years, and affixed PSE diamond logo on the product. Non-specific electrical products need to prove the conformity of the product through self-inspection and declaration, and paste the PSE circular logo on the product.

Meet DENAN's approach and requirements
According to DENAN requirements, PSE certified products must meet the requirements of the relevant safety technical benchmarks. There are two types of safety technical benchmarks for electrical products in Japan:

(1) Japanese technical benchmark 1 refers to the technical standards in Japan, which differ greatly from the technical requirements of IEC standards and constitute a unique system.

 

(2) Japan Technical Benchmark 2, is the Japanese government issued in 2002 and the relevant IEC standards harmonized standards, but not all electrical products have the corresponding technical benchmark 2 standards.
  Manufacturers can choose to carry out suitability checks according to technical benchmark 1 or technical benchmark 2, and can attach the PSE mark after passing. In general, technical benchmarks 1 and 2 cannot be mixed.
  PSE certification applicants can be manufacturers or importers.
  DENAN also requires the buyer's name or ID to be marked on the product so that it can supervise and manage the product in the future sale process.
  Products imported into Japan, its safety responsibility is borne by the Japanese importer, therefore, the importer must keep the test report and inspection records, can also view the inspection records through the computer network.

 

  Information required for PSE certification application in Japan

  (1)CB report (including Japanese difference test);

  (2)Layout diagram;

  (3)PCB design drawings related to safety regulations;

  (4)Specifications for transformer and coil parts;

  (5)List of key components and their certificates;

  (6)Japanese manual or assembly manual;

  (7)Japanese nameplate and warning sign (including PSE logo and notified supplier name);

  (8)Structured data table;

  (9)List of production and calibration certificates used in factory production。

  3、Test supply sample:

  At least two main test models, one for each derived model。
