SALEEM SABER Plan
Major Update | Export Saudi Arabia will implement SALEEM/SABER Plan
At present, the Saudi Standard Metrology and Quality Organization (SASO) has announced the formal launch of the SABER electronic certification system platform. SABER is an electronic network service tool designed by SASO and implemented by SALEEM, a Saudi product safety project. The purpose of SABER is to register and issue certificates of conformity assessment for consumer goods before entering the Saudi market.
The importance of SABER certificates is to confirm that products conform to Saudi standards and norms, and to protect investors from fraud when importing any high- or medium-risk products, while preventing false and substandard products and ensuring that products do not affect consumers'health and safety.
SABER Electronic Platform makes it easier for beneficiaries, local suppliers and manufacturers to access the global SASO accredited conformity assessment bodies to electronically inspect products and issue conformity certificates.
SASO has issued a list of technical regulations for various products, including building materials and construction products, detergents, lubricants, elevators and other mechanical products, automotive parts, textiles and so on. Products covered by technical regulations are called controlled products, and SABER certification can be started. With the implementation of the project, it is expected that the scope of controlled products will be gradually expanded.
At present, SABER system has been put on line successfully, and the operation of SABER system has been enforced. Certificates will be issued automatically by SABER system.Importers must access the system, register controlled products and select conformity assessment agencies (CBs) approved by SALEEM registration, such as Pioneer Testing Technology (Hangzhou) Co., Ltd to process their application for certification of imported controlled products.
SABER certification process
Phase 1: PCoC Certificate (Product Conformity Certificate)
1. Importer registration SABER platform system account;
2. Importers enter application information into SABER system
3. The importer chooses a conformity evaluation certification institution in SABER platform system, such as PAN Testing Technology (Hangzhou) Co., Ltd.
4. Payment of PCoC Certificate Fees
5. PAN Inspection checks importer's application online through SABER platform system, and contacts exporter/manufacturer to provide certification documents.
6. Pahn Testing and Assessment Certification Documents, and submit the approved documents to SABER Platform
7. SABER platform issues PCoC certificate online with validity of one year
Phase 2: SCoC Certificate (Shipping Compliance Certificate)
1. Importers submit SCoC applications to SABER system
2. Payne test validates controlled products and confirms the validity of PCoC certificates
3. Payment of SCoC Certification Fee
4. The SABER platform issues SCoC certificates online, which are valid only for the goods imported in this batch.
